The development of urbanism linked to the one of the tertiary sector has lead to rural exodus. The former French international football player Vikash Dhorasoo reminded us last year during a zoom conference that “when we were children, we were used to eat the same food, according to seasons and to where we lived”.

In 2021, we all buy our groceries in stores, mainly in medium and large-scaled supermarkets. Let’s imagine that tomorrow, when entering your usual supermarket for the weekly family grocery shopping, you discover that the whole food shelves are empty. These last days, due to a lack of supplies, shelves and stalls were looted! You then head to another store where you live the same experience. Horrified, you place a call to friends who describe the same scary scene. An unimaginable horror movie takes place in France, continuously reported by the TV channels: queues, riots, law enforcement agencies overwhelmed…

Why would we alert you with this vision of horror? First of all, the Agence Nationale Sécurité des Systèmes informatiques (National Security for Information Systems Agency) alerts on the frequency of cyberattacks. A massive cyberattack towards mass distribution is far from being impossible. Another reason is that a new variant of the covid-19 could neutralize truck drivers, as one could have feared at the beginning of the crisis in 2020.


How could the nightmare of a hungry France have been concealed?

However, some people work hard for the lack of food never to happen. Have their alert been taken seriously, have they been heard? Stéphane Linou, pionnier of the Locavore movement, has been working on this subject for more than twenty years. He has travelled all over the French territories and has reported that none of us could be fed locally: non-existent diversity of the cultures, dependency to foreign supplies, collapse of the bio-diversity, climate or terrorist disasters, extreme dependence towards fossile energies, vulnerability of large-scaled supermarkets and fret platforms because of cyber-attacks. The Castelnaudary city councillor believes that food resilience is a question of national security because populations will not be able to feed themselves in case of force majeure due to the fact that stores only have a three-day stock average.

His work has recently produced a resolution project presented in December 2020 by the Haute-Garonne Senatrice Mrs. Françoise Laborde entitled “Food Resilience and Security of the Territories”, however the proposition, in accordance with article 34-1 of the Constitution regarding food resilience of the territories, has been refused.

According to Alexandre Boisson, an expert in systemic risks, since the warnings of the Senators Laborde and Marchand, respectively in 2019 and 2020, nothing important would have been urgently undertaken towards the vulnerability identified by Stéphane Linou : "At the State level, improvements are being made but in my view, they are too shya gainst the threats". For the expert, "During this sanitary crisis, cyber-attacks take place on a daily basis while the creation of a local food production will take time (fertility of the soils, change of the consumption habits of the populations etc...). If the population is not aware of the major risks, the resilience will not happen without difficulties. The Conseil National pour la Résilience Alimentaire (CNRA) was Stéphane Linou’s wish, as of 2020 he was already discussing the subject (to be watched here)". "Indeed, Territory Food Projects - Projets Alimentaires Territoriaux (PAT) – exist and the State tries to implement them. Their objective is to relocate agriculture and food in the territories while supporting the setting up of farmers, short supply chains or local products in cafeterias. However, without citizens aware to accept the problem, we will be confronted to a failure to breach a duty of care or of security as per the law or the regulation (article 121-3 of the criminal code) of people in charge of public peace. As a reminder at the beginning of the Covid-19 crisis, Mrs.Christiane Lambert, President of the FNSEA, pointed out to the government that France has no strategic food stocks".

DICRIM : Community Major Risk Information Document

Food vulnerability is not the only issue:  On March 28, 2021, during an event organized by the DICRIM brigades and the city of Bollène, and allowed by the Prefecture of Vaucluse, it was established that the defense security continuum raises question. This “DICRIM tasting” event was meant to publicly raise awareness among citizens about the lack of food resilience thanks to samples of local products and signs with different plans to safeguard populations. During exchanges with the organizers of the event, the gendarmes recognized that they would be distraught if they had to intervene during a serious crisis while lacking food. They acknowledged ignoring the food vulnerability whereas the above-mentioned alerts are official. These citizens-gendarmes were able to leave the “DICRIM tasting” with pieces of knowledge useful for their missions.

Members of the DICRIM brigade blow the whistle on food insecurity towards which we all are threatened, which is confirmed by daily news. The association was created on the second anniversary of the Yellow Vests (Gilets Jaunes) and is obviously opened to every citizen who advocates for “mayors to write the food shortage risk in their Community Major Risk Information Document if the long food supply chains were neutralized. The crisis relating to long food circuits must also be written in the Community Safeguard Plan (Plan Communal de Sauvegarde) and local to national elected representatives, together with citizens, must organize themselves as quickly as possible to anticipate, avoid or address this type of crisis”.

Based on the fact that since the beginning of the covid period, the French population has suffered a lack of masks – and then of vaccines–and remembering that alerts were made last year with potential right of withdrawal of cashiers working in medium and large-scaled supermarkets and of truck drivers, the DICRIM brigades anticipated and contacted the Ministry of the Armed Forces thanks to the magazine Nexus. It was confirmed that “there is no bread basket in France”. “In other words, no strategic stock to feed the populations in case of serious issues”, as highlighted by the magazine.

As of today, only a small number of cities have taken the problem into consideration. For example, the city of Mouans-Sartoux in the Alpes-Maritimes is one of the few cities – only tens of cities out of 35.000 in France - which has been recognized for the relocation of its agriculture. Our dependance towards fresh, imported and far products lasts. The association SOS Maires has been blowing the whistle on its side for years: the problem would be sorted out if the law was enforced, together with the administrative and police authorities and with the Mayor of the city (Law 2004-811 of modernization of civil security). In case of riots due to a lack of food during a systemic crisis, Mayors and Prefects who would be unable to face the violence would potentially be guilty according to the article 121-3 of the Criminal Code relating to the “failure to a breach of safety obligation of the regulation”.

To govern means to anticipate. Not to anticipate means to lose.

One could bet that in case of such a crisis and the dramas involved, the State, refusing to be made guilty by the citizens as far as the lack of anticipation is concerned, would put local people on the ground…

Each of us needs to feed oneself, each of us therefore is concerned by the issued raised by the DICRIM brigades. For a whole year, the citizens have become aware of the obvious malfunctions of our State: fines for the ones who forget to wear their masks, for non respecting the curfews or for non respecting social distances, redundancies and closings of bars, cafés, restaurants, nightclubs, bowling, fitness centers, retailers etc. Citizens can however note that multinationals share price soars, totally decorrelated from the real economy while and that these companies are about to put in place social plans despite their profits.

Citizens do not understand how to obtain budgets to prepare a relocation of agriculture on the French territories, however...


The woman who is worth 418 billion euros

There would not be any money in the country where the taxes are the highest ones in the world. One has heard that there is no “magical money”. A case such as mine proves that tax fraud is one of the plague to continuously fight as it allows some to exclude themselves of laws made compulsory for all the others. The annual amounts would reach up to €80 - €100 billion for. France and. €1,000 billions for Europe. The media silence during the appeal trial of the bank UBS in March 2021 demonstrates that the subject is not a top priority for the politicians and the media, nor for the associations. Worse is that the list of the 44,000 names of UBS offshore accounts, transferred last year by Switzerland to the French Ministry of Finances could not be used by the justice of our country. If this list had to be hacked, although it is protected by the Ministry of Finances and which would represent an amount of €15 billions, the disclosures could seriously jeopardize our country. In this situation, have the tax recoveries of the people of this list been beneficial to the whole French community? Why are our political leaders so quiet as far as this subject is concerned?

However, the UBS file is not an isolated case as Mrs. Martine Donnette joins my fight. The retiree and her partner Claude Diot just published their second book  entitled "€418 billions– Fraud of mass distribution with the complicity of the elected representatives and the administration" (418 milliards – La fraude de la grande distribution avec la complicité des élus et de l’administration, Talma).

In fact, the State could claim €418 billions to large-scaled supermarkets which violatethe French legislation. Their victims not only are retailers in cities and villages, which had to close the ones after the others these past decades for competition issues.

The aim of the association En toute franchise managed by Martine Donnette and Claude Diot is to fight against the abusive and disloyal practices, abuse of a dominant position of the large-scaled supermarkets and chain stores. Despite the illegale xtensions of surfaces are strictly regulated by the law (articles L-7201-1 à 7201-11 of the Code of Commerce) and severely punished, the association explains that they never are sentenced and fined in practice, whereas they harm the balance of the territories and the survival of retailers.

Even if the association has recently won some trials, the fight lead by the coupleis a real war. They travel all over the country to meet elected representatives and explain “the consequences of the removal of the urban technical conditions permit, the violation of the rules of the PLU, PPRI, the non-transposition of the Services European Directive 2006-123 dated December 2006, cheming of permits for surfaces of less than 1.000 m², consequences on environment and on employments (EN TOUTE FRANCHISE - DES TERRES, PAS D'HYPERS)”.

The association “En Toute Franchise” explains that millions of square meters illegally built would lead to convictions up to €418 billions which are missed in the Provence – Alpes – Côte d’Azur region, if they ever were claimed. “France has set up a predation system favoring mass distribution, which has illegally got richer with illegal square meters. It has allowed it to destroy and eliminate retailers by abuse of dominant position. It should be sentenced and fined with per diem fines, if the articles 101, 102 et 103 of the Treaty of the Functioning of the European Union were implemented in France”. The non-respect of European directives has led to the vulnerability of our territories.

As the State does not seem to be willing to act, citizens will be able to join the analysis made by the association I-boycott: “First and foremost, a citizen is considered as a consumer. Thanks to the boycott, he turns into a consum’actor, i.e. an actor of change. Each of us can at any time wonder in whose pocket the euro or the dollar we spend ends up”.


This article is not mean to qualify all elected representatives as being "all rotten!"

In a March 13, 2020 article of La Nouvelle République entitled "Corruption des élus : la Smacl prend les devants" (Corruption of the elected representatives, the Smacl insurance takes the lead), it is however recalled the interest to empower the elected representatives which is exactly the goal pursued by the DICRIM Brigade: "Mayors are not more dishonest that other French people. The elected representatives conviction rate remains marginal, but it statistically progresses. The role of the State is to make rules. Ours is to make the elected representatives responsible", explains Jean-Luc de Boissieu, President of Smacl Assurances, who adds: "One elects mayors who have no administrative training and this is democracy but they are being put in a situation which is mostly new. Danger is that new elected representatives start their mandates with too many certitudes".


" Corruption is everywhere"

Whereas the Y and Z generations are in a quest for meaning, I have been willing to ask questions to Alexandre Boisson, expert in systemic risks.

The latter analyses that “corruption is everywhere, humanity is physiologically corrupted, its homeostasis is priority. In the modern world, short-term is its main model of operation. Living in a world with easy fossile energies based on. technology for almost everything, one considers the anticipation of crisis as being archaic.

Unlike us, our ancestors, hunters and gatherers knew how to anticipate because their metabolism was put to the test – predators were many, there was a lack of food etc. Their brain was in alert more often than the one of the modern man because they were very often confronted to danger and had no protecting technology. Anticipating was vital, it was part of their nature".

Politically, what does this physiological state lead to? "The article 3 of our French Constitution says that the national sovereignty belongs to the people who exercise it by their elected representatives and by means of referendum. But is it a people willing to decide or a people which let the elected representatives decide and then moan? Nicolas Machiavel had written that "The best fortress of tyrants is inertia of the peoples".

What is a people? "It is an addition of individualist individualities. Physiology of each of these individualities looks for its balance between dopamine and serotonine. Beyond this physiological balance, the intellect of individuality which would call for the general interest often hides an agenda of hidden personal interests relating to have more (individual) comfort. This individuality wants power which gives access to comfort. Spirit depends of the good physiological functioning of the human body which welcomes it. Once the personal agenda is achieved,the individual having reached a societal position making him comfortable thanks to his physiology, then comes the Hubris phenomenon of spirit, which is extreme and unreasonable".

We had indeed studied this phenomenon as far as the issues. of whistleblowers are concerned because they have spread like a contagious disease these past years namely – and surprisingly – in France: what real motivations were behind the ones and the others? What would hide verbal and public motivations? How can one recognize a real whistleblower, the one who speaks up in the general interest, from the one who pretends the same thing but would only act for his own account and/or for the one of a political or unknown agenda?

"Alert and anticipation are banned from the modern world where the business as usual allows to rise high within the administration or the private sector. The real whistleblowers are in a precarious, financially killed. They disturb with their appeal to reason, their call for change and their recommendations. The brain does not like mental stress.Our physiology has limited resources for us to think. A study demonstrates the severity or tolerance of judges as far as the ability of their physiology to have enough resources: mental charge must not exceed the energy resources available in the human being.

For each citizen, as well as for the State, considering someone as a real whistleblower is to acknowledge that the “system” is corrupted, which underlies that one would have to invent a more virtuous system. This implies to change one’s habits, think, use brain energy. This is a too heavy mental stress when blind obedience exempt all thinking".

What do you mean by “the system”? "Being in the system means to be and think like other people, it means being under enough pressure to conform and that a leader / manager (hierarchic, political) uses one’s mental stress for oneself. It is easy andsimple : ‘Let’s follow suit!’

Being a real whistleblower facing individualities who worship such an auto-destructive system means that it is sacrificial. This is what Cassandre experimented, however Cassandre was right!

Not only has the French state not protected nor helped the Cassandre such as Martine Donnette and Stéphanie Gibaud who advocate for ethics at the financial, political, economical levels but it has isolated and jeopardized them. However the citizens’ empty stomachs risk to prove the State wrong and sack it in disgrace.

Variants of the Covid-19 and cyber-attacks threaten us. If all of a sudden, medium and large-scaled supermarkets were empty, we would suffer unmanageable riots…

Everybody has the choice and can decide to make democracy with his stomach by deciding to feed himself thanks to the local farmer or peasant and by organizing solidarities for the poorest people to be able to access local food security. His political purchase action would therefore encourage a food protection for all, professions of the future and would allow the boycott of bad companies while naturally lead to buy-cotting i.e. buy a product because it is ethical and healthy… Are citizens ready for this challenge?"
